Thim Seng possesses a Master of Science in Engineering and a Master of Business Administration, both from the Brunel University of West London. Since 1999, He has served as Director of the Office of Facilities Management (FM) in the Singapore Management University (SMU). He spent 31 years of my career managing the facilities of university campuses in Singapore, commercial complexes, private housings, and high-tech industrial parks. Of these, 8 years were involved in developing university campuses. In 1999, He was head- hunted by the Singapore Management University (SMU) with the responsibility of developing its 5,000 sq.m Evans campus within six months. This was followed by the redevelopment of its 11-hectare Bukit Timah campus, which was completed within eight months to the tune of $42M. Currently, he serves in a 5-member senior management team which oversees the development of the $420 million SMU city campus located in the heart of the civic district. As director of Facilities Management in SMU, he manages an interdisciplinary professional team responsible for facilities planning, expertise and services in supporting the needs of the University in providing quality education, cutting edge research and entrepreneurial outreach. Primarily my task is the overall stewardship of all university-wide facilities. To achieve this mission, he has developed a comprehensive range of FM strategies aimed at delivering optimal services in the usage of university facilities. The strategies, encompassing an optimal mix of in-house and outsourced services, ensure that the strategic objectives of the university are met. At a professional level, he is serving as President of the International Facility Management (IFMA) Singapore Chapter which focuses on facility management strategies in Singapore. His most recent case study is the successful development of a model to manage SMU’s campus during the last 6 years. The IFMA has also been working closely with both the international and local business communities to better understand the evolution and dynamism of facilities management, including regular presentation of papers in local and international seminars. With the growing global threat of terrorism, He has recently focused on risk and crisis management as critical portfolios for FM. The recent surge in oil prices has also prompted his to focus on energy management as a significant role of facilities management. In addition to his current employment as director of Facilities Management at SMU, he teaches air-conditioning design and facilities management at National University of Singapore’s School of Architecture and some private Schools, on a part-time basis.
